Hougang Mall is in the middle of a $51 million asset enhancement initiative that Frasers Centrepoint Trust, the property owner, expects to finish by September 2026. The mall first opened in 1997, and its last major renovation was in 2006. Nearly two decades on, the fixtures, toilets, entrances and interior layout were due for a refresh, and the upgrade is timed to land alongside the wider Hougang Town Centre rejuvenation that includes the upcoming Hougang Central Residences condo next to Hougang MRT.

The mall stays open through the works, which are being carried out in phases rather than as a full closure. Some tenants have closed temporarily or relocated, but the core anchors, including FairPrice, Foodies' Garden food court, Harvey Norman and Popular Bookstore, continue to trade.

What the $51 million is actually paying for

According to Frasers Centrepoint Trust's own portfolio page and its 16th AGM figures, the AEI budget is around S$51 million, and the scope covers:

  • Upgraded toilets across the mall floors
  • A more contemporary interior with refreshed finishes and signage
  • A new entrance to improve access from Hougang Central Bus Interchange and Hougang MRT
  • New F&B and retail tenants replacing outlets that closed during the phase-out
  • Reconfigured floor plates to improve shopper flow and net lettable area efficiency

The mall holds a BCA Green Mark Platinum certification, and the upgrade is being carried out to maintain that rating. The net lettable area is 15,400 square metres (about 165,765 square feet), and annual shopper traffic runs at 10.9 million based on the October 2024 to September 2025 count from FCT's own figures, which is meaningful for a suburban mall of this size.

Which tenants have closed and which are still trading

The exterior stalls were among the first to go. Qiji, Wok Hey and Stuff'd have closed their Hougang Mall units. Old Chang Kee was still operating at the time of the last reported walk-through. KFC has closed, and McDonald's closed from 14 April 2025. Inside the mall, Pepper Lunch, Gong Cha and Long John Silver's had their last day on 9 April 2025.

Cheng San Public Library, which sits inside the mall, closed separately from 1 October 2025 and will stay shut until 2027 for its own revamp to expand its space. That is a National Library Board project running in parallel with the mall AEI, not part of the $51 million budget.

Why Hougang Central Residences matters to this story

The Hougang Mall upgrade is not happening in isolation. The GLS site next door at Hougang Central, won by CapitaLand Development, UOL Group and Singapore Land Group, is set to become Hougang Central Residences, a 99-year leasehold condo with an estimated 835 units and an expected TOP of 2030. The site sits right beside Hougang MRT Station on the North-East Line, which will also become a Cross Island Line interchange.

For Hougang Mall, that means a future resident population within walking distance, which is the commercial logic behind refreshing the mall now rather than letting it age further. Analysts quoted by property trackers expect the new condo to launch in the S$2,500 to S$2,600 per square foot range, which would set a new benchmark for private homes in Hougang.

How to shop at Hougang Mall during the renovation

The mall is at 90 Hougang Avenue 10, directly connected to Hougang MRT (NE14) on the North-East Line and the Hougang Central Bus Interchange. It stays open through the AEI, so the FairPrice supermarket, the food court and the surviving F&B outlets are accessible. If you are coming for a specific tenant, check the Hougang Mall store directory on the official site before you travel, because the closure list has been updating month by month.

For residents of Hougang, Kovan, Sengkang and Buangkok, this is the closest suburban mall on the North-East Line between Serangoon and Punggol, and the September 2026 completion means the full refreshed mall should be open by the time Hougang Central Residences launches its showflat.
