Punggol Digital District: Inside Singapore's First Smart District Now Operational in the North-East
Punggol Digital District, the 50-hectare smart business park that JTC has been master-planning since 2018, is now fully operational in 2026. It sits at the northern edge of Punggol town, served by Punggol Coast MRT station on the North-East Line, and it is the first district in Singapore built from scratch to integrate a business park, a university campus, a mall, a hawker centre and community green spaces into one connected piece of land.
The headline numbers from JTC's own portfolio page: 28,000 jobs when fully tenanted, 12,000 students at the Singapore Institute of Technology (SIT) Punggol Campus, and over 500 faculty and professional officers. The district targets growth sectors of the digital economy, specifically cybersecurity, artificial intelligence, robotics and fintech, with tenants that already include GovTech, the Cyber Security Agency of Singapore, OCBC Innovation Hub and UOB's global technology and innovation centre.
The Open Digital Platform that runs the district
What makes PDD a smart district rather than just a new business park is the Open Digital Platform (ODP), an operating system developed jointly by JTC and GovTech. The ODP connects the district's lifts, escalators, air-conditioning, smart sensors and even robots onto one central platform, visualised at a command post using a 3D digital twin of the district.
In practice, that means lights and air-conditioning turn off automatically when an office is empty, and robotics firms like dConstruct can use the ODP to test delivery and surveillance robots in real-world conditions rather than in a lab. Tenants get plug-and-play digital infrastructure, which is a first for a Singapore business park. Students at SIT can tap into the same platform, which is the point of co-locating a university with industry.
What you can actually visit at PDD right now
The district is open to the public, and the anchors are already running. The main ones:
- Punggol Coast Mall — the retail anchor, with eateries including Cafe&Meal MUJI, Astons and Sushi-GO (robot servers), plus a FairPrice Finest that is the world's first Gen-AI-powered supermarket with smart carts and an in-store Grocer Bar
- Punggol Coast Hawker Centre — over 40 stalls, 2 minutes from the MRT, with Michelin-recognised names including Singapore Fried Hokkien Mee (Bib Gourmand), South Buona Vista Braised Duck and Pin Wei Hong Kong Style Chee Cheong Fun
- SIT Punggol Campus — the university campus integrated with the business park, with public access to the Campus Boulevard (800m walkway) and campus F&B at Foodgle Hub and Wholesome by Food Canopy
- The red Collaboration Loop bridge — a 2km pedestrian bridge connecting the SIT campus to the business park, with views of the green spaces and Coney Island
- Punggol Heritage Trail — 1.3km green trail along old Punggol Road linking Punggol Waterway Park to Punggol Promenade, first 400m open since August 2025, full trail expected by end of 2026
A 224-room hotel operated by Habyt is under construction and targeted to open in the first half of 2027. It will cater mainly to visiting researchers and business partners, with studios and lofts, and it doubles as a live testbed for startups to test hospitality tech through the ODP.
Why PDD matters for the north-east
Punggol has spent two decades framed as an ulu kampong at the end of the North-East Line. PDD inverts that. The district turns the northern edge of Punggol into a jobs node rather than a residential dead-end, which changes the commute pattern for residents across the north-east who previously travelled south to the city for tech and finance work. Property analysts tracking the impact note that PDD is a genuine long-term catalyst for north-east residential values, though in a 2026 market where HDB resale prices have softened, the advice is to treat it as a supporting fundamental rather than a reason to overpay.
The district also pulls in visitors from outside Punggol. Punggol Coast MRT is the last stop on the North-East Line, so the district is reachable in one ride from Serangoon, Hougang, Sengkang and Buangkok. The Punggol Coast Bus Interchange opened on 29 June 2025, and bus services 34, 44, 104 and 117 serve the district. Grab operates self-driving shuttles on Route 3 connecting Punggol West to PDD via the bus interchange, currently free during the public ride phase with paid fares of around $4 per trip expected from mid-2026.
Sustainability as infrastructure, not decoration
PDD is Singapore's largest mixed-use Green Mark Platinum District. The sustainability features are structural: a smart energy grid, rooftop solar panels generating enough electricity to power 8,000 flats, mass-engineered timber construction on Tower 86 instead of steel beams, north-south building orientation for natural daylight, and a car-lite connectivity plan built around walking and cycling paths. Food waste is processed into fertiliser, and rainwater is filtered through gardens and eco-ponds to irrigate the green spaces.
This is not a greenwash layer on top of a conventional business park. The ODP optimises energy use in real time, the building orientation reduces air-conditioning load, and the solar generation is sized for the district, not for a press release. For a visitor, the result is a district that feels noticeably cooler and quieter than a typical Singapore business park, which is worth experiencing even if you have no interest in the tech behind it.
