NParks, 国家公园局, is balloting 84 allotment plots at Punggol Waterway Park, 榜鹅水道公园, in the October 2026 exercise. Applications close Monday 2 November at 11.59pm. The park is the second-largest site in this round after HortPark's 91 plots. You apply now. You do not start digging in November. The Temporary Occupancy Licence for the Punggol Waterway beds begins in the second quarter of 2027.
The official GardeningSG page was last updated 19 October 2026, the same day NParks put out the news release. The Straits Times, 联合早报, and Little Big Red Dot all ran the same numbers. Zaobao calls the beds 花床. Most of this round is leftover stock from the December 2025 exercise plus plots vacated before the old leases ended. Forty brand-new beds sit at Bishan-Ang Mo Kio Park and Clementi Woods Park, 20 each. Punggol Waterway's 84 are the ones that matter on this side of the island.
What a plot actually is
Each successful household gets one raised planter, 2.5m by 1m, with soil, plus a mini store for tools. $65.40 a year including GST, for up to three years. Pay the whole lease when the Letter of Offer arrives. The rate stays fixed for that lease. It is not refundable if you quit early. Shared taps, no electricity. NParks will not fence the garden and will not mount CCTV unless theft becomes a pattern. Park visitors can walk past your kailan.
Plants and structures must stay within 1 metre of standing height, measured from the top of the bed. No chemical pesticides, herbicides, or fungicides. No thorny plants, no papaya, no banana, no pineapple, no bougainvillea. Leafy vegetables, chilli, long bean, brinjal, Thai basil, and chives are the plants NParks lists as a fit. Mosquito breeding on your plot is your NEA summons, not NParks'. If you cannot maintain the bed, they can take the licence back. You may not hand the weeding to a neighbour as a workaround.
AXS, Singpass, one shot per household
Apply through AXS e-Station at e-station2.axs.com.sg, the m-Station app, or an AXS kiosk. Singpass logs you in. One application per household, one park. Multiple clicks from the same flat do not raise the odds. The computer ballots. You cannot pick a waist-high bed over a knee-high one. Singapore citizens and PRs get priority. Foreigners can still apply. Minimum age 18.
Successful applicants get a Letter of Offer by email from AXS within about one month of 2 November. Pay through AXS by the deadline in that letter or you lose the plot. Unsuccessful applicants get an email about three months after close, around February 2027 on the Straits Times reading. There is no waitlist. Miss this round and the next published exercise is the second quarter of 2027. AXS customer service is 6560 2727, 8.30am to 6pm daily, for form problems. Gardening questions go to NParks' feedback form.
Punggol Waterway, not Punggol Park
Punggol Waterway Park runs along Sentul Crescent through Punggol town. Carpark A and Carpark B are both on Sentul Crescent. The park is 25.79 hectares and open 24 hours. NParks' park page still says the allotment garden's current plots are leased. That is the present tenants. The October ballot is the next wave, with gardening from Q2 2027. Do not apply thinking you get a bed next week.
Punggol Park, 榜鹅公园, is the lake park at Hougang Avenue 8 and 10. Wrong town, wrong form. Sengkang Riverside Park already has allotment gardens, and NParks even gives that site a separate tool store because of the layout. Riverside is not on the October 2026 list. If you live in Sengkang and wanted the river, this round will not hand it to you.
I would apply for Punggol Waterway if I can water a bed after work and live on the Punggol LRT. I would not apply if I travel and cannot keep weeds and stagnant water down. The $65.40 is not the cost. The cost is two years of Tuesday evenings with a watering can, on a gravel path, in a park that never closes.
